DHCW has a clear vision for its estate and a strong estates plan that supports its wider goals. It has made good progress in reducing and making better use of its estate, while supporting hybrid working, sustainability and service delivery needs. Governance arrangements are clear and proportionate to the size of the organisation, with effective oversight from the Board, Audit and Assurance Committee and operational groups. However, the estates plan would benefit from clearer targets, milestones and stronger financial planning.
