  • Overall, we found that the Health Board has made reasonable progress in addressing our previous recommendations, particularly in relation to cluster membership and leadership, workforce planning, and new ways of working. However, it has struggled to establish a financial baseline and demonstrate a shift in resources from secondary to primary care. Whilst the Health Board has an appropriately structured and resourced Primary and Community Care Group, it is experiencing capacity challenges in some areas. Primary care is appropriately reflected in Health Board strategies and plans, but coverage of primary care matters at Board requires improvement.
