The Welsh Government’s Supporting People Programme

31 Aug 2017 - 12:01am

We have examined whether the Welsh Government has put in place effective arrangements to manage the Supporting People Programme and ensure it is delivering high-quality and appropriately-targeted services.

The Welsh Government has made a significant investment in the Supporting People Programme since its inception in 2003, both through direct funding for the Programme and the time and resources spent reviewing Programme delivery arrangements.

However, we have concluded that, despite some strengthening of arrangements, action taken to address some longstanding concerns about the Programme’s design and delivery has not always been effective. Progress in some key areas has been slow, including in establishing a comprehensive and reliable understanding of the Programme’s impact.
