Bill worked for over 40 years in the public sector. This included two long spells in HM Customs and Excise and the Inland Revenue where he worked as a taxman, investigator and internal auditor, and also in HR and Finance and on tax policy.
During this period he was seconded to the Cabinet Office to carry out an Efficiency Scrutiny on Inland Revenue tax collection systems. For the last 15 years up to his 'retirement' in 2012 he worked at Board level, first as Director of Resources at the Charity Commission for England and Wales; and then as Deputy Chief Executive at the Parliamentary and Health Service Ombudsman (PHSO). In both organisations he had responsibility for corporate services, including Finance, HR, IT, Procurement, Strategy and Planning, Governance etc.
At PHSO he also supported the setting up of the Public Services Ombudsman for Wales in 2006. While he was working, Bill had a number of non-executive posts including membership of Ofsted’s Audit Committee, the Ombudsman Association’s Executive Leadership Team and on projects run by the House of Commons.
He also gained two qualifications in internal audit and in accounting and finance. After leaving PHSO, Bill continued with his non-executive work. For the last five years he has been a member of the Welsh Ombudsman’s Advisory Panel and chairs his Audit & Risk Assurance Committee, from which he stands down in September 2017. He has also carried out a number of consultancy assignments in the public sector on issues such as HR, governance and leadership.
Bill lives with his wife Jan at Epsom Downs in Surrey. He has two grown-up children and two grandchildren. Away from work, Bill is a self-confessed sports nut (sadly now as a fan only) and also loves spending time gardening, cooking and with his family.
